28.08.2008 - Digging is not building

Deputy Chairman of Don Archeological Society Arthur Isakov has stated recently that, before starting large-scale construction works in the area of Azov City, special archeological research shall be conducted there. Archeologists assume that there may be about 20 burial mounts and, possibly, dead villages within the would-be zone.
According to the specialists, excavations in the area of Azov City may take about a year. Deputy Minister of Territorial Development, Architecture and Urban Construction of Rostov region Igor Dalaksakuashvili informed the agency that the need to conduct archeological research and excavations would not be of much influence on the construction cost and terms within the gaming zone.
“It is quite a serious matter. It is our history; we should take pride and value in it; that is why we should observe the existing legislative requirements. If the zone is acknowledged to be an archeological one, then, before launching any works, a corresponding agreement shall be made with a licensing organization which will conduct this archeological research.
The concerns about delaying the construction in this event are exaggerated. When the customer pays the archeologists well, their work is good and efficient.
The need in archeological research will inevitably influence the cost of facilities. But these works will raise the estimated costs not too much, and the construction terms will not be influenced by this circumstance at all.
I think the excavations will not take much time, and Azov City casinos will be built within the set timeframes.”
